- Preheat oven to 350°F (175°C). Line a 9x13-inch baking dish with parchment paper or lightly grease it.
- In a medium bowl, whisk together flour, baking soda, and salt.
- In a large mixing bowl, whisk together melted butter, brown sugar, and granulated sugar until smooth.
- Add eggs and vanilla extract to the butter mixture, whisking until well combined.
- Stir in the dry ingredients until just combined. Fold in the chocolate chips.
- Press half of the cookie dough evenly into the prepared baking dish.
- In a small saucepan or microwave-safe bowl, combine the caramels and heavy cream. Heat and stir until smooth and melted.
- Pour the caramel mixture over the bottom cookie layer, spreading evenly.
- Drop spoonfuls of the remaining dough over the caramel and gently spread or press to cover.
- Bake for 25–30 minutes, or until golden brown on top and set in the center.
- Remove from oven and immediately sprinkle with flaky sea salt.
- Allow to cool completely in the pan before slicing into bars.
